A failed fisherman named A Hai accidentally gains the legacy of the Sea God, allowing him to communicate with marine life. Confronted with oppression from village bullies and plunder of marine resources by foreign-funded pirate forces, he teams up with villagers to rescue endangered whales and protect the ocean ecosystem. He also tracks down national treasures, hands them over, uncovers a transnational treasure-hunting gang, and finally leads the fishing village out of poverty to achieve prosperity while safeguarding the ocean.
